INNOVATIONS IN SMALL BUSINESS SUPPORT: IMPLEMENTING THE STATE SMALL BUSINESS CREDIT INITIATIVE

Governors are currently designing small business capital access programs with significant new funding from the State Small Business Credit Initiative (SSBCI). The program was reauthorized by the American Rescue Plan Act of 2021. The first iteration of the program, established in 2010, showed considerable promise, but its implementation varied across states. SSBCI 2.0 can be used for various supports, including venture capital, loan participations, loan guarantees, collateral support, and capital access programs.

This webinar continued our presentation of information for Tribal Governments on how to plan and structure potential loan support programs under the State Small Business Credit Initiative. These loan programs can include loan guarantees, direct loans, or relending programs for tribal small businesses. The webinar included information about partnering with Native CDFIs, Native lenders, and other potential partners to design and administer these programs consistent with the law and Treasury policy guidance.

HOW CDFIS & STATE SMALL BUSINESS CREDIT INITIATIVE CAN AID MANUFACTURING

The U.S. Department of the Treasury’s recent extension of the State Small Business Credit Initiative (SSBCI) technical assistance application deadline, which is now September 1, presents an exciting opportunity for community development financial institutions (CDFIs) and community lenders to support local makers and manufacturing businesses. This new $300 million program will focus on helping very small businesses and those owned by socially and economically disadvantaged individuals be able access to $10 billion in capital being made available through SSBCI or other state and federal programs.

SSBCI Updates for NYS CDFIs from ESD

In March, Ray Salaberrios from NYS ESD will present two planning sessions for the CDFI Community on the State Small Business Credit Initiative (SSBCI). We’ll hold the sessions on Zoom on Friday, March 4 and Friday, March 11 from 12 noon – 1 p.m. New York State has submitted the SSBCI application and hopes to receive the first tranche of funds in mid-April. To ensure that NYS CDFIs are prepared to take advantage of the program, these two sessions will review timelines, eligibility, required documentation and other important topics.
